A move out cleaning checklist covers every room top to bottom: dust high surfaces, clean inside appliances and cabinets, scrub the bathroom, wipe walls and baseboards, then clean the floors last. In Ohio, a landlord has 30 days after you move out to return your deposit or list deductions in writing, so a clean unit and good photos are your best protection.
We do move-out and turnover cleans for renters, homeowners and landlords across Warren, Youngstown and the rest of Trumbull and Mahoning County. This is the checklist our crew works from, room by room, plus what Ohio law says about your deposit and what landlords look at first. If you'd rather hand it off, see our move-out cleaning service.
What Does Ohio Law Say About Getting Your Deposit Back?
Ohio Revised Code 5321.16 says a landlord must return the deposit, minus any lawful deductions, within 30 days after the rental agreement ends and you deliver possession. Any money kept must be "itemized and identified" in a written notice. You must give the landlord a forwarding address in writing for that notice.
The same section adds teeth. If a landlord wrongfully keeps money, the tenant can recover it plus damages equal to the amount wrongfully withheld, plus reasonable attorney fees. But if you never sent a forwarding address in writing, you lose the right to those damages and fees. That one letter matters more than most people think.
Ohio law also sets your cleaning duties while you live there. Ohio Revised Code 5321.05 says a tenant must keep the unit "safe and sanitary," dispose of trash in a clean and sanitary way, and keep plumbing fixtures "as clean as their condition permits." A move-out clean is the final proof you did that.
| Ohio rule | What it means for you | Source |
|---|---|---|
| 30 days to return the deposit | The clock starts when the lease ends and you hand back possession | ORC 5321.16(B) |
| Itemized written notice | Every deduction must be listed and explained in writing | ORC 5321.16(B) |
| Forwarding address in writing | Required to claim damages and attorney fees if money is wrongly kept | ORC 5321.16(B) and (C) |
| 5% interest on part of the deposit | Applies to the amount over $50 or one month's rent, whichever is greater, if you stay 6 months or more | ORC 5321.16(A) |
| Keep fixtures clean | Toilets, tubs and sinks must be as clean as their condition permits | ORC 5321.05(A)(3) |
What Is Normal Wear and Tear vs Damage?
Ohio Legal Help, the state's legal aid information site, says landlords can deduct for damage you caused beyond normal use, but not for reasonable wear and tear, a break-in you didn't cause, or charges that are unclear or too general. Wear and tear comes from living there. Damage and heavy dirt come from neglect.
| Usually normal wear and tear | Usually damage or a cleaning charge |
|---|---|
| Carpet worn thin in walkways | Pet stains, burns or rips in the carpet |
| Faded paint or a few small nail holes | Large holes, crayon or marker on walls |
| Light scuffs on floors | Deep gouges or water damage from spills left sitting |
| Loose cabinet hinge from years of use | Broken cabinet doors or missing shelves |
| Grout that has dulled with age | Mold and soap scum left to build up |
Here's what we see on walk-throughs: dirt makes wear and tear look like damage. A greasy stove, a ring in the tub or a carpet full of pet hair gets lumped in with real damage on the deduction list. When the unit is clean, the landlord can only point at actual damage, and a lot of disputes never start.
What Should a Kitchen Move Out Clean Include?
A kitchen move out clean should cover the inside of every appliance, every cabinet and drawer, the sink, counters and the floor, including under and behind the stove and fridge. The kitchen is where most cleaning deductions come from, so start here and work top to bottom, so crumbs fall onto surfaces you haven't cleaned yet.
- Empty, clean and dry the refrigerator, including drawers, shelves and door gaskets
- Clean the freezer and wipe out any ice or spills
- Clean inside the oven, oven racks and broiler drawer
- Degrease the stovetop, burner grates or drip pans, and knobs
- Clean the range hood and replace or wash the filter
- Clean inside the microwave and the dishwasher, including the filter
- Wipe inside and outside every cabinet and drawer
- Scrub the sink, faucet and backsplash
- Wipe counters, light switches and outlet covers
- Pull out the stove and fridge if you can and clean the floor and sides
- Sweep and mop the floor, corners included
Bathroom Move Out Cleaning Checklist
Bathrooms are the second place landlords look, and the one Ohio law names directly through plumbing fixtures. Give soap scum and hard water time to soften before you scrub.
- Scrub the tub, shower walls and shower door or track
- Clean the toilet inside and out, including the base and behind it
- Clean the sink, faucet, drain and countertop
- Clean the mirror and medicine cabinet, inside and out
- Wipe inside vanity drawers and cabinets
- Clean the exhaust fan cover
- Scrub grout and caulk lines
- Wipe the towel bars, toilet paper holder and door handles
- Sweep and mop the floor, including behind the toilet
Stubborn grout is often the last thing standing between a renter and a clean bathroom. Our guide on how to clean grout walks through what works at home and when it's time for professional tile and grout cleaning.
Bedrooms, Living Room and Closets
In bedrooms, the living room and closets, work top to bottom: dust fans and light fixtures first, then wipe walls, switches, doors and baseboards, clean window sills and blinds, empty and wipe every closet shelf, and finish with the floors. Wall scuffs and dusty closets are easy deductions, so give them a careful pass.
- Dust ceiling fans and light fixtures
- Wipe walls for scuffs and fingerprints, testing a hidden spot first
- Patch small nail holes if your lease allows it
- Clean window sills, tracks and blinds
- Wipe baseboards, door frames and doors
- Clean inside closets, shelves and rods
- Wipe light switches and outlet covers
- Vacuum carpet, edges and corners, or sweep and mop hard floors
Does Carpet Need to Be Cleaned When You Move Out?
Check your lease first. Ohio law does not require professional carpet cleaning at move-out, but some leases do, and Ohio Legal Help notes landlords can deduct for damage beyond normal use. Worn traffic lanes are wear and tear. Pet accidents, spills and heavy soil are what show up on deduction lists.
A good vacuum is the minimum. If you had pets, smoked or have visible stains, a hot water extraction cleaning before you leave is usually cheaper than what a landlord will charge for the same job. Our carpet cleaning service can be booked on its own or with the move-out clean.
What Do Landlords Check on a Move Out Inspection?
Landlords check the places that cost them money to fix before the next tenant: inside the oven and fridge, the tub and toilet, carpet stains, wall marks, and anything left behind. Ohio's deposit law, ORC 5321.16, does not mention a move-out walk-through, but asking for one with the landlord lets you fix small issues before keys change hands.
- Inside the oven, fridge, microwave and cabinets
- Tub, shower, toilet and grout
- Carpet stains, odors and pet hair
- Walls, doors and baseboards
- Windows, sills and blinds
- Trash, furniture or belongings left in the unit, garage, basement or yard
- Smoke detector present and working
- All keys, garage remotes and mailbox keys returned
The item people forget most is stuff, not dirt. A couch on the curb, a basement full of boxes or a garage of old paint cans turns into a hauling charge. If you're short on time, get the junk removal and clean-out done first, then clean the empty rooms. Cleaning around piles costs you twice.
Should You Take Photos When You Move Out?
Yes. Ohio Legal Help tells tenants to take photos and notes of the unit when they move out. Photos with a date are your evidence if a deduction looks wrong, and Ohio Legal Help notes that if the deposit is not returned after about 30 days, you can file a case in small claims court, where pictures carry more weight than memory.
- Shoot every room from each doorway after cleaning is done
- Take close-ups of the inside of the oven, fridge, tub and toilet
- Photograph any damage that was there when you moved in, next to your move-in photos
- Take a video walk-through with your phone as a backup
- Save the photos in a cloud folder and email them to yourself for a date stamp
- Keep a copy of your forwarding address letter and your lease
When Should You Do the Move Out Clean?
Clean after the last box and piece of furniture is out, and before the walk-through or key return. An empty unit takes far less time to clean well, because you can reach baseboards, closet floors and the spaces behind appliances. Plan one full day for most apartments and longer for a house.
| When | What to do |
|---|---|
| 30 days out | Read your lease for cleaning and carpet rules; book junk removal or a cleaning crew if you need one |
| 1 to 2 weeks out | Clear closets, basement and garage; schedule trash pickup for bulky items |
| Move-out day | Move everything out, then clean top to bottom, kitchen and bathrooms first |
| Key day | Final photos, walk-through if offered, return all keys, hand over your forwarding address in writing |
| Day 30 | If nothing has arrived, follow up in writing; Ohio Legal Help notes small claims court is an option |
How Much Does a Professional Move Out Cleaning Cost?
Thumbtack's move-out cleaning cost guide, updated May 2026, puts the national average at $199 to $354, with a low end near $132 for small, well-kept spaces and a high end around $541 or more for larger homes. Carpet cleaning, windows and inside appliances often add to the price.
Compare that to what's at stake. A deposit is often a full month's rent, so a clean that protects most of it usually pays for itself. And if you want the full top-to-bottom version for a home you're staying in, use our deep cleaning checklist.
A Turnover Checklist for Landlords
Landlords need the same list in reverse. Every day a unit sits between tenants costs rent, and a written turnover checklist keeps the next lease from starting with a complaint. It also gives you a clear record if you have to itemize deductions within Ohio's 30-day window.
- Do the move-out inspection with your move-in photos in hand
- Photograph and note every deduction item the same day
- Clear anything left behind before cleaning starts
- Clean appliances, cabinets, bathrooms, walls, windows and floors
- Clean or replace carpet based on condition, not habit
- Change locks or rekey, test smoke detectors and replace filters
- Send the itemized deduction notice to the tenant's forwarding address within 30 days
For landlords with several units, the slow part of turnover is usually scheduling three or four trades. We handle clean-outs, cleaning and carpet in one visit when the unit allows it, and owners of multi-unit buildings often keep us on a schedule through our apartment building cleaning service for hallways and common areas too.

Frequently asked questions
Move Out Checklist questions, answered.
A free walk-through is the best way to plan your cleaning. These are the questions we hear most from Valley homeowners.
How long does a landlord have to return a security deposit in Ohio?
Under Ohio Revised Code 5321.16, a landlord has 30 days after the rental agreement ends and the tenant delivers possession to return the deposit. Any amount kept must be listed in a written, itemized notice sent within that same 30 days. The tenant should give the landlord a forwarding address in writing so the deposit and notice can be mailed.
Can a landlord charge for cleaning after I move out in Ohio?
A landlord can deduct for damage beyond normal use, and heavy dirt or grime left behind can end up on the deduction list. Ohio Legal Help says landlords cannot deduct for reasonable wear and tear or for charges that are unclear or too general. Every deduction must be itemized in writing within 30 days, so a clean unit and dated photos are the best defense.
What is normal wear and tear in a rental?
Normal wear and tear is the decline that comes from living in a home, like carpet worn in walkways, faded paint, a few small nail holes and light scuffs. Damage is harm beyond normal use, like pet stains, burns, large holes, broken fixtures or mold left to build up. Ohio Legal Help says landlords may not deduct for reasonable wear and tear.
What happens if my Ohio landlord keeps my deposit wrongfully?
Ohio Revised Code 5321.16(C) lets a tenant recover the money owed plus damages equal to the amount wrongfully withheld and reasonable attorney fees. Those damages and fees only apply if the tenant gave the landlord a forwarding address in writing. Ohio Legal Help notes that small claims court is an option if the deposit is not returned after about 30 days.
How long does a move out cleaning take?
Most empty apartments take a full day for one person to clean top to bottom, and a house takes longer, depending on size and condition. Inside the oven, the fridge and the bathrooms take the most time. A professional crew usually finishes faster because several people work different rooms at once and bring the right products for grease and soap scum.
Is it worth hiring a move out cleaning service?
It often is when your deposit is on the line or your schedule is tight. Thumbtack's May 2026 cost guide puts the national average for a move-out clean at $199 to $354. A deposit is often a full month's rent, so a professional clean that prevents cleaning deductions usually costs less than what a landlord would charge for the same work.
